Total cost is $1.849 Billion with West Virginia segment costing $998 million dollars. The cost will be determined and charged to the PJM Interconnection LLC., customers.
On page 14 it says that rates for WV customers are likely to be affected by PATH.
Look at page 13. PATH-WV is owned by American Electric Power Company, Inc., and Allegheny Energy, Inc.
"the sole purpose of PATH-WV LAC and PATH-Allegheny LAC is to acquire, hold, transfer, lease, license and/or otherwise transfer or provide legal interests in real property, to the extent that may be necessary under West Virginia law, on behalf of its immediate parent."
TRANSLATION - they want to take our land.
Page 15: They only had to notify us twice in the paper. This has been done already. If you did not apply to be an Intervenor to speak on behalf of your land, you are too late.
Page 15: "it is further ordered that individuals or entities interested in participating to provide comments in support or protests in opposition to the application submit their comments IN WRITING to: SANDRA SQUIRE, EXECUTIVE SECRETARY PO BOX 812 CHARLESTON, WV 25323." and that "failure to timely protest or intervene can affect your right to protest aspects of this certificate case, including any associated rate increase, or to participate in future proceedings."
"individuals interested in participating in the proceeding as full parties shall file a petition to intervene with the Commission's Executive Secretary within 30 days following the date of this publication."
Final deadline to submit your petition to Intervene was 7/13/2009.
Page 2: "although the applicants (PATH) seek approval in the application to construct the West Virginia segments within a right-of-way that will "generally" be 200 feet in width, with more right-of-way as may be necessary to accomodate special topographic conditions."
TRANSLATION: PATH wants to take whatever they need.
Page 2: "applicants (PATH) have requested that the Commission certify construction of the West Virginia Segments within the general 200 foot right-of-way in any other location that the applicants (PATH) may identify that lies entirely within a corridor consisting of 1,100 feet on EACH side of the centerline (proposed route) if necessary to accomdate circumstances..."
TRANSLATION: PATH wants right-of-way to 2200 feet of any piece of land along the proposed route. If the West Virginia Public Service Commission approves this, PATH can do what they want within 2200 feet of the proposed route.

On the PATH website at www.pathtransmission.com they have additionally mapped dotted lines 5 miles on each side of the proposed route. This 10 mile width follows Rule 9 of the WV PSC rules.
